Occurence Reporting


CG4 is dedicated to one of the cornerstones of aviation safety: occurrence reporting. While occurrence reporting is long established in manned aviation through Regulation (EU) 376/2014, the framework for UAS-specific reporting is still evolving. Today, definitions are often unclear, and drone operators and remote pilots face uncertainty about what, how, and when to report.
In partnership with the European Commission and EASA, JEDA contributes to shaping the future rules so that drones are properly integrated into Europe’s occurrence reporting system. This includes both Mandatory Occurrence Reporting (MOR) and Voluntary Occurrence Reporting (VOR) mechanisms. The aim is to create a system that is clear, practical, and easy to use, ensuring safety lessons are captured without overburdening operators.
Current priorities include:
Supporting the definition of UAS-specific occurrences that must be reported under EU law.
Working with EASA to pilot a mobile-friendly, voluntary reporting tool, designed also for non-pilots and low-risk operations.
Promoting a culture of transparency and learning, moving away from “don’t tell anyone” attitudes towards a system where even small incidents and “normal” flights are reported to improve safety.
Contributing to EU-level consultations and helping ensure that the revised occurrence reporting framework is risk-based, proportionate, and future-proof.
By leading this work, CG4 helps create the conditions for better data collection, clearer safety insights, and smarter regulation, all of which are vital for the sustainable growth of Europe’s drone ecosystem.
