Standard Scenario Scoping White Paper
The Standard Scenario Scoping White Paper represents a major contribution by JEDA and its expert members to the evolution of European drone regulation. Developed by a cross-European team of highly experienced professionals from the industry, training, and regulatory fields, the paper provides a detailed analysis of the current limitations of Standard Scenarios (STS) and offers evidence-based recommendations to make them more usable, effective, and aligned with real operational needs.
While the existing STS-01 and STS-02 scenarios have seen limited uptake due to restrictive conditions and technical burdens, this white paper identifies practical pathways to create new, fit-for-purpose STSs that better reflect today’s UAS market and operational realities.
By combining technical expertise, operational experience, and regulatory insight, JEDA’s proposal aims to reduce administrative workload for authorities, increase safety and efficiency for operators, and stimulate innovation across the European drone ecosystem.
This document is not only a technical analysis — it is a strategic industry contribution to shaping the next generation of European drone regulation, built on collaboration, competence, and a shared vision for safe, scalable, and practical unmanned operations.
